With this, Cashfree is now a BOU, COU, and Payment Aggregator – one of very few players in India that can power every leg of a BBPS transaction end-to-end. Bill Payments on Bharat Connect – landscape today
Bharat Connect (formerly BBPS) is NPCI-operated bill payments network that already processes 260+ million transactions a month, expected to grow to 1 billion a month in the next 3–4 years.
For consumers, that means paying electricity, gas, telecom, credit card, loan EMI, insurance, FASTag, school fees, and a dozen other bills – all through whichever app they happen to use, with instant confirmation.
For businesses, it means a standard rail to collect from anywhere in India with automated reconciliation and guaranteed settlement.
Every BBPS transaction is powered by two kinds of operating units: a Biller Operating Unit (BOU) that onboards the billers, and a Customer Operating Unit (COU) that onboards the customer-facing channels — i.e. the Agent Institutions (AIs) like apps, neobanks, and fintechs that present bills to end users. NBBL sits in the middle and clears the transaction.

Why your choice of COU is now a compliance decision
NBBL recently flagged a real problem in how BBPS transactions are being routed today.
A lot of Agent Institutions don’t hold a PA licence themselves. So they plug into some external Payment Aggregator to actually move the money. The catch: that PA usually isn’t the AI’s COU. So you end up with a fragmented flow, where the entity moving funds and the entity processing the BBPS transaction aren’t the same. That creates gaps in data integrity, weakens reconciliation, and makes the whole system harder to audit.
So RBI has now mandated that digital AIs which aren’t authorised PAs themselves must route BBPS transactions exclusively through their COU – and that COU must also act as the PA for those transactions.
That’s a narrow door. You need to be both a certified COU and an authorised Payment Aggregator. Most players are one or the other.
